PD, SUP, variance, and unified-permit strategy. Staff, commission, and council navigation. Environmental review. Community process. Conditions of approval negotiated line by line — because we're the ones who have to live with them.

Phase 03

Pre-Development

Assembly and management of the full consultant bench — civil, traffic, architecture, environmental, landscape — through plat, site plan, agency clearances, government fee schedules, and the development budget.

Phase 04

Capital-Ready Handoff

A vested, entitled, shovel-ready project delivered to the ownership entity, the operator, and the capital stack — with the entitlement spread captured and documented.

Sean Illes

Sean has personally entitled projects in some of California's most restrictive, development-averse jurisdictions — Westlake Village, Temecula, Simi Valley, and Santa Clarita — and has managed projects across Georgia, Louisiana, and Missouri.

He is currently steering a 215,000 SF, 182-unit eldercare campus through four concurrent City and County of Los Angeles applications under the Eldercare Facility Unified Permit (LAMC 14.3.1) — among the most complex discretionary pathways in American land use.

At Northgate, he leads site selection, entitlement strategy, agency negotiation, and the consultant bench from first screen to recorded plat.

Principal — Clinical Strategy

Clara Kriger

Clara is the founder of Infusion for Health, a national network of ambulatory infusion centers delivering specialty therapies to patients with complex and chronic conditions through a private-suite and home-infusion model.

She built the company from a single site into a multi-state clinical platform — which means she has lived every consequence of a siting decision: patient access, clinical workflow, licensure, and unit economics.

At Northgate, she brings operator-grade clinical judgment to programming and site selection, so that what gets entitled is what actually works when the doors open.
